Van Ingram 
Van Ingram is the Executive Director for the Kentucky Office of Drug Control Policy. Van joined ODCP in November 2004, shortly after it was created with the mission of coordinating Kentucky’s substance abuse efforts in enforcement, treatment and prevention/education.
Van served with the Maysville Kentucky Police Department for more than 23 years, the last six as Chief of Police. He is a former President of the Kentucky Association of Chiefs of Police, and was named “Kentucky Chief of the Year” in 2001. He is the 2004 recipient of the Governor’s Award for Outstanding Contribution to Law Enforcement, as well as, the Melvin Shein Award for distinguished service to Kentucky law enforcement.
Van is a certified law enforcement instructor and has trained officers across the state on a variety of topics, including community oriented policing, case management, and “Kentucky Substance Abuse Issues” for Chiefs, Sheriff’s and command staff. He is a frequent speaker on a variety of substance abuse issues both in Kentucky and nationally.

Tara Moseley Hyde
Tara Moseley Hyde was appointed by Gov. Andy Beshear to serve as executive director of the Office of Drug Control Policy in October 2026. In this role, Hyde coordinates and leads the commonwealth's response to addiction, guiding prevention and education efforts while expanding access to treatment, recovery support services and supporting law enforcement.
Immediately before taking on the role of executive director, Hyde served as chief executive officer of People Advocating Recovery. In this role, she guided the organization's advocacy work, championing recovery support services for young adults, assisting employers in developing policies that support individuals in recovery, bringing stakeholders from across the commonwealth together to enhance the state's recovery network and much more. Before serving as CEO of People Advocating Recovery, Hyde worked with Young People in Recovery, helping develop the organizations 12 chapters across Kentucky. She was eventually named the organization's vice president of programs and was instrumental in expanding the organization.
Hyde is a person in long-term recovery and is passionate about ensuring Kentuckians are given every chance possible to succeed on their own recovery journeys. Throughout her advocacy career, she has worked with universities across the country to develop support services for young adults, college campuses, assisted employers, worked with the Substance Abuse and Mental Health Services Administration, the Department of Corrections and state behavioral health agencies to design standards for youth, young adults and individuals in the justice system to receive the help they need.
Executive Director Hyde holds a dual master's degree from American University School of Public Health in public policy and public administration and holds a bachelor's degree in public policy and pre-law.

Amy AndrewsAmy Andrews joined KY-ODCP as the Program Manager for the Kentucky Agency for Substance Abuse Policy in July 2007. She began her service with the State of Kentucky in 2004 working with the Kentucky Office of Homeland Security, the Kentucky Personnel Cabinet, the Governor’s Office of General Counsel and the Office of the Governor’s Chief of Staff. Additionally, Amy worked as a legal assistant with the U.S. Attorney’s Office for both the Middle District of Georgia as well as the Western District of Kentucky. Her duties included working with the Anti-Terrorism Advisory Council and the Law Enforcement Coordinating Committee.
Amy attended Columbus State University where she majored in Criminal Justice.

Logan McChesney
Logan McChesney began working with the Office of Drug Control Policy in November of 2023. Previously, Logan began his service with LRC helping with research for the legislature. Logan also worked at KSP in the NICS Unit operating with background checks for firearm purchases within Kentucky. In addition to working with the Office of Drug Control Policy, Logan also was responsible for assisting with the Child Fatality Near Fatality External Review Panel.
Logan received his bachelor’s degree from Eastern Kentucky University where he majored in Criminal Justice with minors in Political Science and Computer Information Systems.
